Background
  
     The Working Youth Center (WYC) was created by virtue of a Presidential 
Letter of Instruction No. 29 issued May 1, 1985.It was established in seven 
(7) selected regions name Regions II, IV, V, VII, VIII and XII and further 
expanded in Regions II and XI Through Department Order No. 14 Series of 1998.

     On January 15, 1990, The DOLE Secretary Signed a Memorandum Order 
instructing all Regional Offices to implement the WYC Program as a regular 
program in their respective jurisdictional areas, focusing on organizing of 
WYC associations and leadership and productivity formation.
