Task Force Bandilla files raps vs LMWD general manger, 7 others

TACLOBAN CITY – Task Force Sammy Bandilla has formally filed yesterday morning before the city prosecutions office a murder and frustrated murder charges against Leyte Metropolitan Water District (LMWD) general manager Engr. Ranulfo Feliciano and seven others in connection with the killing of Anak Pawis regional coordinator Samuel Bandilla.

City prosecutor Ruperto Golong Jr., who has just received the copy of the affidavit of complaint, told Express in a brief interview that he will sort out the entire document submitted to his office before he will assign a prosecutor to handle the case.

On his part, police Supt. Arnulfo Cruz, told Leyte Samar Daily Express in an a follow up interview that since task force Bandilla was created a day after the militant leader was gunned down on October 15 their investigation will still continue even as two private groups have already filed two separate criminal cases.

Cruz, however, admitted that some of the witnesses no longer showed their interest to cooperate in the investigation, which has now become a problem to the police.

He said that they received information that the militant groups who conducted a separate investigation of the case have already questioned the credibility of the police probers.

“We will continue investigate and it is our job, but i0f they question the credibility of our investigation process, well, we cannot do otherwise, may karapatan din sila mag-file ng kaso,” Cruz said.

The city, police chief also revealed that as per their investigation there is a big chance that the case will be resolved if the witnesses will only cooperate with the investigators.

“Ang nangyayari karamihan sa kanila ay din a bumalik, sila man siguro ang magaling mag-imbistiga kay sa amin, then so be it”, Cruz said.

During the shooti0ng incident, Bernardo Devaras, one of the 26 dismissed employee of LMWD, was seriously wounded.

Bandilla, Devaras and one Jovito Susaya were on board a single motorcycle when two unidentified gunmen fired at them hitting Bandilla at the back resulting to his death.

Earlier, Feliciano explained in a press conference that the dismissal of the 26 employees of the LMWD has nothing to do with Bandilla’s killing.

Feliciano also assured that the public that he is ready for any investigation and will fully cooperate with the police probers.

Task Force Bandilla is composed of human rights groups in the region.
