TACLOBAN CITY- The Department of Interior and Local Government (DILG) is set to conduct an "alliance building" forum among all the local government units in Eastern Visayas region.
DILG Regional Director William Paler told Leyte Samar Daily Express in an interview recently that this undertaking is based on a memorandum issued from the central office of the DILG.
The memorandum is also based on a joint circular forged between the Department of Finance (DOF), DILG, Department of Budget and Management (DBM), and the National Economic Development Authority (NEDA).
"The undertaking is primarily aimed to synchronize the master plan of the municipalities with the development plan also of the province concerned and ultimately harmonize them also with the plans of the national government," Paler said.
He said they would start to advocate this among the municipalities in the region this July by conducting a series of "alliance building" forum.
"This effort is mainly designed to spell out the plans and programs of the government," Paler said.
He said this is the latest strategy of the government to systematize its planning process and put the bureaucracy in the proper order.
It has been observed, he said, that orderly national governance could best be achieved if the plans especially in the level of the local governments are well harmonized.
To better implement this project, Paler said they would first be addressing the political conflicts that are plaguing the relationships of some local government units.
"In cases where there are conflicts between a municipality and the province or town to town rift, we will be holding a dialogue between them so that all our efforts to unite their forces would not go to waste," Paler said.
Paler said they would also get first the State of Local Governance Report (SLGS) of the respective municipalities before the actual conduct of the alliance fora in various local governments in Eastern Visayas.
