  Esperas relinquishes post as Leyte SP floor leader

TACLOBAN CITY - Board Member Evangeline “Vangie” Esperas has relinquished her post as floor leader of the Sangguniang Panlalawigan of Leyte to give opportunity to younger members.

Esperas personally submitted her letter of resignation to Vice Gov. Mimmietta Bagulaya last Tuesday during their regular session.

The next in line to the floor leader is Senior Board Member Carlo Loreto who is the deputy floor leader. But Loreto said it does not follow that he will automatically assume because the floor leader has left her post.

Loreto said there might be an election in their next regular session among the members of the august body wherein they will select among themselves who will be the next floor leader.

Loreto, being the current deputy floor leader, is a sure candidate should there be an election, but if there is none, by law of succession he is supposed to assume the post as floor leader, it was learned.

According to Loreto, Esperas, who had been the floor leader for the past years, wants to give opportunity to new and younger members of the legislative body to learn and experience the functions of a floor leader.

There are two important main functions of a floor leader, he said, and one is to ensure the items or agenda for discussion in every session in coordination with the secretariat department and, second, to help the presiding officer in preserving the decorum or orderly proceedings of the session
