TACLOBAN CITY – The National Bureau of Investigation here got the number-three post as performing NBI regional office out of the 12 regions throughout the Philippines while two of its agents were among the top 10 NBI agents in the crime cases category.
NBI Regional Chief Atty. Antonio Pagatpat told Leyte Samar Daily Express that based on the performance rating released by the NBI central office in Manila, NBI Eastern Visayas region got the total points of 20,610 in terms of crime solution efficiency of heinous crime cases in the entire year of 2005.
Pagatpat said that based on record, some 46 heinous crime cases were brought to court aside from the 264 background investigation cases which were also completed in last year’s performance of the NBI regional office here.
Pagatpat added that there was also around 310big cases which were terminated by their office which was also one of the big factor for getting a high performance rating compared to other big regions.
The young lawyer also told Express that he, as head of the bureau, discourages his agents to accept for investigation small cases, but he opted to address and prioritize heinous crime cases while they ares still lacking personnel having only six agents in all throughout the region.
Allan Tubi and Edgardo Baldemos both belong to the NBI regional office in Eastern Visayas was recognized as top 10 agents in crime cases category.
Pagatpat admitted that his has still 500 cases now pending for investigation as they are targetting for the next two quarters of this year to be terminated doubling the efforts of his agents.
The NBI central office is requiring every agent a 300 points per month of accomplishment or in this region, 1,800 points is needed or required coming from the six agents in terms of performance.
He explained that the resolution of one complicated case has 180 points, yet not only 300 points agent that Pagatpat is trying to implement but at least 500 points every agent per month.
“I am encouraging my agent to double their efforts to hit the target, and I am optimistic through the help of the witnesses and the family of the crime victims, this will be materialized,” Pagatpat stressed.
The NBI has yet to meet the breakthrough of its investigation on the controversial murder and frustrated murder of Bayan Muna Regional Coordinator and Human Right lawyer Fedelito Dacut, Protestant Pastor Edizon Lapuz, Deacon Godofredo “Dingdong” Quimzing Jr. and the frustrated murder of Eastern Visayas State University professor Castor Gamalo. These cases are still pending for investigation by the NBI.
