TACLOBAN CITY – The Sangguniang Panlungsod formally passed an ordinance prohibiting and regulating the use, possession and sale of rubber cement to minors locally known as “rugby”.
Presiding officer of the SP, Vice Mayor Edwin Chua, told Leyte Samar Daily Express that the ordinance is now at the second reading and will be approved in the next regular session.
Chua said councilors Cristita Pedrosa, Floor Leader Arvin Antoni and Robert Andrade sponsored the ordinance.
He said that during their pre-session on Wednesday Antoni suggested to the members of the SP to approve the ordinance on the third and final reading next regular session.
“Kay iton kabutangan yana damo na iton mga kabata-an nga mga nagamit hine nga mga rugby salit nahimugso ine nga ordinance para pag regulate pagbaligya hine nga “rugby” ngadto hiton mga kabataan,” Chua said.
On the other hand, Antoni also told Express that the reason they sponsored this ordinance is because the use of this in sniffing among minors is rampant which will surely affect their health.
Antoni said that if this ordinance will be approved the city mayor will now direct the city police to implement it and fine store owners who are selling “rugby” to minors.
