Gov. Evardone orders probe of 5 prov’l employees for disposal of equipment

BORONGAN, Eastern Samar – Five employees of the provincial government of Eastern Samar may face an administrative case for alleged illegal disposal of junk equipment.

Gov. Ben P. Evardone has received a report that Archival Limbauan, Gil Beato, Joseph Azul, Felix Agus and Enrico Caspe of the Provincial Engineering Office (PEO) have allegedly illegally sold junk material of the provincial government.

Evardone ordered the investigation after Santiago Gerna, a security guard, executed an affidavit saying that he personally witnessed the incident and positively identified the alleged perpetrators.

In this statement, Gerna alleged that at about 11:45 a.m. of January 22, 2005, while on his official duty, the five employees informed him that they will get the junk equipment (grade I-beam) situated adjacent to the provincial me3ngineering office.

He said that they allegedly told him that they have the permission of Provincial Engineer Marcelo Ferdinand Picardal.

He alleged that Caspe loaded the junk equipment to a private mini-dump truck using the provincial government pay loader. Picardal, however, vehemently denied he gave the permission. He said he was in Cebu with the governor when the incident took place.

Atty. Jesus Apelado, Jr., Provincial Legal Officer, will conduct the investigation. He was given 15 days to submit the findings and recommendation to the governor
